Academic year 2017-2018 summary, 2018-2019 agenda


Morning 21/8, Ministry of Education organized Conference on Accomplishing period  2017-2018, and 2018-2019 Mission Deployment. The Conference was organized under the online form at the point of Ministry of Education and 63 cities. Deputy Prime Minister Vu Duc Dam projections and statements directed to the Conference. Accompanying the Conference were the leader board, the central departments; representatives of the provinces and cities; representatives of a number of universities;  experts and scientists. On Ministry Education Department attended Minister Phung Xuan Nha; the Deputy Minister: Pham Manh Hung, Nguyen Thi Nghia, Nguyen Huu An, Nguyen Van Phuc and representatives of subdivisions.

Clarify the existing causes and limits

In opening remarks to the Conference, Minister Phung Xuan Nha shared some outstanding results as well as limits, the experiences acquired of education 2017-2018.

Minister suggested the delegates focus on discussion, clarify the existing causes and limits, primarily in the management of education at each and every levels in the past year; in particular is to clarify the responsibilities of authorities on governmental and local scale in each specific matter.

At the same time taking the time satisfactorily to discuss direction, tasks, solution of the education sector in the coming school year, on the basis that we together made endless effort to achieve efficiency, especially the great direction for education at all level.

For preschool education: focus on developing schools, classes in industrial zones, export processing zones; promote solutions to improve effectiveness and efficiency of Government for preschool education, reduce youngsters violence and solve teacher shortages.

For upper education: continue preparing to implement the program, new textbooks, especially for grade 1; enhance the quality of examination work, check the reviews especially the National High School exam; strengthen moral education, lifestyle, soft skills for students; deploy management mechanism innovation in schools.

For higher education: continue to promote the autonomy of the University, and improve the quality of training appropriate to the context of the industrial revolution 4.0, meet the needs of society in order to guarantee the rate of graduates have jobs matches with specialized training on the increase.

Stabilize the innovation activities

Results of school year mission presented by Deputy Minister Pham Manh Hung at the Conference showed that in academic year 2017-2018, the education sector has made effective efforts with 9 groups in major tasks and 5 groups in the basic solution achieved outstanding results.

The quality of the training activities at all levels gradually improved and advanced. The network of schools, preschools and the National School of  increased incredibly.

The education quality, in general, was progressive, specialized education even achieved accomplishments with outstanding results of the Student Union attending international and regional Olympiad, international science and technology competitions. Many universities have written their name in the area’s education chart and the world. Results of education innovation of Vietnam are internationally recognized and appreciated.

Besides the results achieved, the education sector still exist, some weaknesses needing to be seriously considered, and from those, we withdraw experiences such as: school shortage in urban areas, industrial zones, export processing zones , especially  the preschools. The work of moral education, lifestyle,  social skills, physical education for students; seldomly, there is a number of teachers, students lacking social behaviors causing the loss of the confidence of parents, pressing in the society.

There still remains limits in National High School Examination 2018, such as: the examination is yet really consistent with requirements, exam’s questions have high difficulty level; scoring software contains failures in security system can lead to falsified test results. The work of inspection, supervision of the Ministry for the local training has been enhanced but vulnerable.

In academic year 2018-2019, the education sector continues to focus on implementation of resolution No. 29-NQ/TW of the Central Party Committee, the resolutions of the National Assembly, the Government, and the direction of TTgCP in Tranining and Managing. Stabilize the innovation activities; at the same time implementing some focus on improving the quality of education, discipline, background folds and solving the pressing issues in society.

Preschool education focuses on developing schools, preschool classes in the industrial zones, export processing zones; reduce youth violence and solve teacher shortages. Education continues to prepare to make way for implementing the program, new textbooks, especially for grade 1; strengthen moral education, lifestyle, social skills for students; deploy management mechanism innovation in schools.

Promote the autonomy of the University, and improving the quality of training appropriate to the context of the industrial revolution 4.0, meet the needs of graduates having jobs consistent with specialized training. To accomplish the national high school examination retrieved results for assessing high school graduation  higher education admissions, recruiting career orientation.

Innovation is a process and should be persistent

Making remarks at the Conference, Vice President Vu Duc Dam emphasized, 2018 is the fifth year to make resolutions about basic innovations, comprehensive education and training.

According to the Vice President, since the implementation of the resolution since 29 till now, the education sector has achieved promising results. Capability of jointing assessment, the right path we have been on; besides phases, the field, or ensured direction; there are somewhere still obstacles. The fundamental innovation, comprehensive education has a lot of remaining problems but need to focus on two issues: educational innovation is a process and it has to be persistent.

The Deputy Prime Minister renounce, in the past year, the program of the school has made tremendous changes in teaching and learning. Up to now, there have been 24 autonomic universities. Vietnam first reached the top 1,000 best universities in the world, according to the prestigious rankings QS.

About private kindergartens, in spite of  many difficulties, in some cities, especially industrial zones, export processing zones have more than 300 private schools, groups of private classes are added. These are the effort that ought to be recognized. The Deputy Prime Minister also outlined the specific solutions for some of the issues of the industry such as: payroll, professionally and ethically qualified teachers,  planning the schools’ classes,  pre-school teacher shortages.

Deputy Prime Minister suggested that next time, the local need to pay attention to the issue of infrastructure, especially the school toilets;  status of school violence.  The Deputy Prime Minister especially emphasized in teacher modelling. Specifically, from this school year, there is a need for competition among teachers. Deputy Prime Minister believes that, with an eager for learning, innovation, education will continue to “keep the fire”, the more active the determination to each unit, local, to reach the real Vietnam education innovation, and ultimately is country development.
